Apple will give any app with dating or romantic-companion features a minimum age rating of 18+. The rule covers AI companion apps that engage a user in sexual or romantic content. Apple announced it to developers on November 2, 2026 in a developer news post, and TechCrunch reported it on November 3. New questionnaire items arrive in App Store Connect on November 16. Every app must complete them by January 12, 2027.
TL;DR: dates, rules and who is affected
| Question | Answer |
|---|---|
| What is new? | Two App Store Connect declarations: Shared Location, and Dating and Relationships |
| Which apps get 18+? | Apps that declare Dating and Relationships get a minimum rating of 18+ |
| Does it cover AI? | Yes. The definition includes a virtual companion that engages a user in sexual or romantic content |
| When do the descriptors appear? | November 16, 2026 |
| When must all apps comply? | January 12, 2027 |
| When must a developer answer? | When submitting an app update or changing age rating answers |
| Any regional rule? | Brazil: A16 for Shared Location, A18 for Dating and Relationships |
What does Apple's notice actually say?
The notice, titled "Upcoming: New age rating content descriptors in App Store Connect," says that from November 16, 2026 the age rating questionnaire will ask developers to declare whether their app includes:
- Shared Location: sharing of real-world location with another person or group.
- Dating and Relationships: features that enable dating or relationship connections between real people and/or a virtual companion that engages a user in sexual or romantic content.
Apple states that apps with Dating and Relationships receive a minimum age rating of 18+. Apps with Shared Location "may not have an impact on their minimum age rating in some regions." Developers must provide the declarations when they submit an update or change their questionnaire answers, and all apps need them completed by January 12, 2027.
That last date is the practical one. An app that never ships an update before then still has to open App Store Connect and answer.
Why the AI companion part matters
Most mainstream dating services already restrict themselves to adults, as TechCrunch notes, so the rule's bigger effect is on AI companion apps. Services such as Character.AI and Replika let users create AI friends, partners and fantasy characters, and many are aimed at younger audiences. TechCrunch also cites a figure that top AI companion apps across Apple's and Google's stores had been downloaded 220 million times globally as of last summer, and recalls that xAI launched animated companions with unlockable NSFW modes the year before.
The wording "and/or a virtual companion" is the key. Earlier Apple age ratings were built around content a user sees. This is a feature-based test: if the app lets a virtual character engage in romantic or sexual talk with the user, the app is in the 18+ bucket. That includes apps where companionship is one feature among many. TechCrunch calls out that scenario: "those where such functionality is one of many features."
For context on how fragile this market is, see our report on Character.AI's Chapter 11 filing.
How does this fit Apple's other child-safety changes?
TechCrunch ties the move to earlier steps: global rollout of Apple's age assurance technology, more parental controls and child-safety features. Apple has also been tightening the rulebook on AI content. In our post on Apple's App Review guidelines on nudify apps, the company added a rule against apps that create nonconsensual AI imagery. The new descriptors continue that pattern: Apple moves compliance into a form every developer must fill in, and the store enforces it.
Outside Apple's stores, regulators are acting too. New York's governor signed a law on AI chatbots and minors, covered in our Hochul chatbot law post. Texas's attorney general sued over ChatGPT and minors, which we covered in the Paxton lawsuit post. A Florida injunction touching new models and minors is in our Florida report. Apple's rule is not a law, but it applies to every developer who sells through the App Store, and it applies worldwide.
What should developers do before November 16?

- Audit features, not marketing. Ask whether any feature lets users form a dating or relationship connection with real people, or lets a virtual character engage in romantic or sexual talk. If yes, plan for 18+.
- Check persona and roleplay features. Many general chatbots have character modes. If a character can flirt or roleplay romance, that part of the app may trigger the declaration. Read the Apple wording and decide with your legal or trust and safety lead.
- Plan an update. The declarations are required with the next submission or any questionnaire change, and by January 12, 2027 regardless. Put it in a release before then.
- Look at Brazil. If you ship there, A18 applies for Dating and Relationships and A16 for Shared Location. Family location apps can ask Brazil's ministry for an official lower rating.
- Review age gating in your own app. A store rating does not replace your own checks. If your product has a minor-safe mode, document how it turns romantic features off.
- Update store copy and screenshots so they match the declared features.
What does the rating change for users and parents?
An 18+ rating means the app is restricted for younger users under Apple's parental controls and age settings. Apple's age assurance tools can tell apps and the store whether a user is an adult, so the practical effect should be that minors cannot download these apps when parental controls are on. Apple's notice does not describe enforcement mechanics, and TechCrunch does not either, so we cannot say how strictly it will be applied to existing installs. That is one open question to watch after January 12.
For parents, the more useful step today is the one outside the store. Common Sense Media rated ChatGPT for teens an unacceptable risk in our Common Sense Media report, and OpenAI's own teen usage report shows how many teens use general assistants for homework and planning. Those are not companion apps, but they show where kids spend time with AI.
What is still unclear?
- Where the line sits. Apple's text says "sexual or romantic content." It does not define how much romance a general chatbot may allow before it counts. Expect review decisions to set precedent.
- Existing apps. The deadline is January 12, 2027, but Apple's notice does not say what happens to an app that misses it. Plan for removal risk, not a grace period.
- Self-declaration. Ratings come from developer answers. Apple App Review can challenge them, as it can for other ratings, but the notice does not describe audits.
- Other platforms. Google Play has not been mentioned in Apple's notice and we found no matching Google change today.
- Web apps. The rule covers apps in the App Store. A companion service reached in a browser is outside Apple's rating system.
What should a team put in its age-rating worksheet?
A short internal worksheet makes the November questionnaire quick to fill in and easy to defend later. For each persona, character or system prompt in your product, record whether it can start romantic or sexual talk, whether users can unlock that behavior with a setting or a paid tier, and whether the model could drift into it even when your prompt forbids it. Then record who reviewed the answer and when. If Apple App Review ever questions a rating, that record shows you answered in good faith. Re-run the worksheet whenever you ship a new model version, because a model swap can change how a persona behaves without any change to your prompts.
Why this is a bigger deal for AI than for dating
Dating apps were mostly adult already, so the added friction is small. AI companions are different. They grew by being easy to try, free, and often inviting to anyone with a phone. A mandatory 18+ rating changes the funnel: teen discovery through the App Store drops, and apps that relied on it must rethink growth. Some may split into a "safe" general product and a separate adult product. Others may remove romantic modes to keep a lower rating.
It also sets a template. Apple has now shown a way to regulate AI behavior through a store form, not a law. If a similar descriptor appears for other sensitive AI features, such as unrestricted image generation or health advice, builders will want to have their feature inventory ready. A written list of what each model prompt and persona can do is the cheapest preparation.
If your product involves agents that talk to users for long periods, safety checks go beyond age. See AgentBeam, the agent security platform from the explainx.ai team, for tooling that stops AI agents before they take dangerous actions.
Bottom line
Apple's change is narrow in wording and broad in effect: any app whose virtual companion engages in sexual or romantic content will carry 18+. Declarations open November 16, 2026 and are mandatory by January 12, 2027. Developers should audit their features now, not in January.
Details are accurate as of November 3, 2026, based on Apple's developer news post and TechCrunch's report. Check Apple's developer site for any changes.
